Overview

Open by default, cross-border by default and digital by default; these are the parameters the European Commission had set for public administrations in new proposals under the Digital Single Market Strategy and specifically the new eGovernment Action Plan 2016-2020. As governments continue to address complex economic, civil and democratic challenges, how did the EU's collective response measure up to the opportunities and challenges of providing public sector services fit to evolve and keep pace with technological advances and public expectations?
