Malcolm Johnson
Deputy Secretary-General, ITU
Malcolm Johnson was elected Deputy Secretary-General of the ITU on 24 October 2014 and started his mandate on 1 January 2015.
From 2007 to 2014, he served as Director of ITU's Telecommunication Standardization Bureau (TSB). In this post, he spearheaded activities in cybersecurity, climate change and accessibility. He increased the involvement of developing countries and academia in ITU’s standards activities, introduced free downloading of ITU–T Recommendations, and initiated a programme to address developing-country concerns over lack of interoperability and conformity to ITU standards. He achieved a threefold increase in the activities of ITU’s Telecommunication Standardization Sector without increasing its budget.
Between 2003 and 2006, Mr Johnson was International Coordinator at the United Kingdom’s Office of Communications (Ofcom), where he had lead responsibility for the United Kingdom in ITU.
From 1992 to 2003, he was Director of the United Kingdom’s Radiocommunications Agency and European Coordinator for WRC‑93, WRC‑95 and WRC‑97.
Between 1988 and 1992, he worked in the European Commission’s Telecommunication Regulations Division, where he represented the Commission in the Council and the Parliament of the European Union.
Born in Trallwng, Wales, United Kingdom, Mr Johnson graduated from the University of Wales, Cardiff, with MSc and BSc (1st class honours) degrees in 1976. He is a Chartered Engineer, a Fellow of the Institution of Engineering and Technology, an Honorary Professor of Amity University and an Academician of the International Telecommunication Academy. He is fluent in English and French, and has some knowledge of Spanish.
He is married, with one daughter.
Areewan Haorangsi
Secretary General, APT
Ms. Areewan Haorangsi has taken up her post as Secretary General of the Asia-Pacific Telecommunity (APT) on 9 February 2015. A native of Thailand, Ms. Haorangsi brings to her post over three decades of service both in national and international stage.
Before her election as Secretary General, Ms. Haorangsi served as the Deputy Permanent Secretary of the Ministry of Information and Communication Technology (MICT), Thailand. Her long tenure with MICT included responsibilities for a variety of portfolios, i.e. Principal Adviser for Foreign Affairs, Executive
Director of Policy and Strategy Bureau, Acting Principal Adviser for Communications, and Executive Director of International Affairs Bureau. Ms. Haorangsi also had extensive international experience including her postings as Chairperson of ASEAN Telecommunication and IT Services Sectoral Working Group under the ASEAN Coordinating Committee on Services, Chairperson of the Working Group on Economic Transformation, People Empowerment & Engagement, Innovation and Human Capital Development under the ASEAN Telecommunication and IT Senior Officials’ Meeting, and Head of Thai Delegation to the APEC Telecommunications and Information Working Group as well as to Conferences, Assemblies and Meetings of International Telecommunication Union (ITU).
Ms. Haorangsi has longstanding ties with the APT since 2003 when she has started working at MICT. She had been the Head of Thai delegation at various APT events. In 2011 she was elected the Vice Chairman of the APT Management Committee. She was also Chairman of the APT Policy and Regulatory Forum (PRF) in 2014. In 2014, Ms. Haorangsi was elected Secretary General of the APT at the 13th Session of
the General Assembly of the APT held in Yangon, Myanmar. As Secretary General of the APT, Ms. Haorangsi has set a forward-looking vision in leading the APT towards the forefront of telecommunication and ICT development in the Asia-Pacific region and bringing in synergy among the stakeholders to maximize the benefits of ICT to the people.
Born in 1959 in Thailand, Ms. Haorangsi holds a Bachelor of Arts in Political Science (International Relations), Chulalongkorn University, Thailand and a Master of Business Administration (Management of Technology), Asian Institute of Technology, Thailand. She began her career in the Ministry of Transport and Communications (MOTC) in 1981, being responsible for Foreign Affairs Group and International Transport Group of the Department of Land Transport.
Marc Vancoppenolle
Global Head of Nokia Government Relations, Nokia
Since January 2016, Marc Vancoppenolle is leading the global Government Relations
function for Nokia. His responsibilities include policy and regulatory affairs as well the
leadership of the Nokia advocacy activities around the globe. He and his team are working
with institutions and stakeholders to create a favorable political and regulatory environment
fostering investment in the digital and broadband industries.
Prior to this role, Marc led during 4 years the Alcatel-Lucent Public and Regulatory Affairs
function for EMEA - including the representation office in Brussels - and APAC. Before
joining Public Affairs, Marc took various international and worldwide technical, commercial,
marketing and communication leadership roles based in Belgium and in France.
Marc is a Belgian and French national. He holds a master of science, with a specialization in
telecommunication from the University of Leuven complemented with marketing studies
from the University of Antwerp. He is Vice-Chair of the BUSINESSEUROPE Digital Economy
Taskforce and board-member of FITCE Belgium (forum for ICT & Media professionals). He
has been a member of the board of DIGITALEUROPE (representing the Digital Technology
Industry in Europe) and of the IICB (Innovation & Incubation Center Brussels).
R.S Sharma
Chairman, TRAI
Mr. R.S. Sharma joined as Chairman, Telecom Regulatory Authority of India (TRAI) on 10th of August, 2015. Prior to joining TRAI Mr. Sharma was working as Secretary to Government of India in the Department of Electronics and Information Technology. He has also worked as Chief Secretary to the State Government of Jharkhand (India). His other assignments include Director General & Mission Director of the Unique Identification Authority of India (UIDAI) where he was responsible for over-all implementation of this ambitious and challenging project undertaken by the Government of India for providing Unique Identification (christened as Äadhaar”) to all its Residents.
Before his posting at UIDAI, Mr. Sharma worked with the Government of Jharkhand as Principal Secretary of the Departments of Science and Technology, Drinking Water & Sanitation, Information Technology (IT), Rural Development and Human Resources Development. Mr. Sharma has held important positions both in the Government of India and State Governments in the past. Mr. Sharma's contributions to the IT and e-Governance have been widely recognized both within India and outside.
Mr. Sharma holds a Masters Degree in Mathematics from IIT, Kanpur (India) and another Masters in Computer Science from the University of California (USA).
Passakon Prathombutr
Former President, Thai Intelligent Transport System
Dr. Passakon Prathombutr graduated the interdisciplinary Ph.D. program in Software architecture and Computer networking from the University of Missouri, Kansas City. He has been working as a researcher at National Electronics and Computer Technology Center (NECTEC), Ministry of Science and Technology, Thailand since 1992. In NECTEC he was the director of Next Generation Internet Laboratory, the director of Intelligent Transport System program and the director of Information Communications and Computing Research Unit. He then moved to serve as the director of the Service & Data Innovation program at the National Science and Technology Development Agency (NSTDA). Besides, he was the president of the Thai Intelligent Transport System (ITS) association or ITS Thailand, the co-founder of Thailand IPv6 association, Thai Intelligent Traffic Information Center Foundation (iTIC) and the CCTV Consortium, the chair of CCTV Consortium and the editor-in-chief of the International Journal of Intelligent Transportation System Research, Springer.
At present (since 2016), he is the executive vice president of the Digital Economy Promotion Agency (DEPA).
Commissioner Stephen Kay-yi Wong
Privacy Commissioner for Personal Data, Privacy Commissioner for Personal Data, Hong Kong
Mr Stephen Wong joined the Attorney General’s Chambers of the Hong Kong Government as a Crown Counsel in 1986. In 1991, he was seconded to the UN Human Rights Committee based in Geneva. In 1992, he became the Assistant Director of Public Prosecutions. From 1996 to 2014, he assumed the offices of Deputy Solicitor-General; Founding Director of Berlin Economic and Trade Office; and Secretary-General of the Hong Kong Law Reform Commission, responsible for human rights; cross-boundary legal affairs; Basic Law; legal policies; economic and trade affairs (Central and Eastern Europe) and law reform. His fields of legal practice also include commercial law, arbitration law, intellectual property and criminal law. He is also active in the community work, having been appointed as an adjunct professor of the School of Law, City University of Hong Kong; advocacy examiner of the Faculty of Law, University of Hong Kong; a director of the China Law Society and a Scout leader. He graduated from the University of Hong Kong, also holding an LLM from the London School of Economics. He also pursued management courses at Harvard and Wharton, USA.
Mr Wong was appointed as the Privacy Commissioner for Personal Data of Hong Kong in August 2015, having been in private practice as a barrister-at-law, specialising in public law. On top of overseeing a fair enforcement of data protection law, he has since been allocating additional resources in education and publicity, and engaging the related industry with a view to strengthening the culture of respecting others’ personal data privacy, as well as maintaining a proper balance between free flow of information and data protection without unduly compromising ICT and economic development.
Chris Perera
Senior Director in the International External & Regulatory Affairs group, AT&T
Chris Perera is a Senior Director in the International External & Regulatory Affairs group of AT&T, where she advances the company’s international market entry regulatory strategy and public policies across Asia Pacific. She works closely with AT&T’s diverse business units, and the team of international external affairs advocates around the world. AT&T provides wholesale telecommunications services to over 220 countries and territories, and provides enterprise services to over 130 countries.
Ms Perera is also a Board Member and the current Vice President of the Asia Pacific Carriers’ Coalition (APCC).
Prior to joining AT&T in 2014, Ms Perera was Senior Director, Spectrum Policy and Regulatory Affairs for the Asia Pacific Region, GSMA, and the Chair of the New Zealand Radio communications Sector and an adviser to the Minister of ICT before that. She was also the principal Wireless Advisor on the evaluation panel for the New Zealand Government's Broadband Initiativ
Manuel Simas

Former CIO at Daimler and Managing Director for Worldwide Automotive at Microsoft, where he spearheaded Microsoft’s growth in the Automotive sector and their strategic involvement in Formula One, Manuel Simas led BT’s group initiatives into the Automotive Sector for AMEA with a predominant focus in China. At Veniam, Manuel is responsible for establishing and driving the regional sales strategy for the group, which will result in a new market development with growth potential, attracting new clients and partners across the greater Asian region.
Tomoaki Kubo
Secretary General, Robot Revolution Initiative
Since 1980, Dr Kubo has been engaged in development and application of manufacturing technology in Toshiba Corporation. His work experience covers a range such as assembly robots, space robot, vison inspection machines, big data analysis systems for quality and yield control, and "design for manufacturability" methods.
He is currently the secretary general of the Robot Revolution Initiative since June, 2015
Jonghwi Park
Programme Specialist in ICT in Education, Asia-Pacific Regional Bureau for Education, Unesco
Ms Jonghwi Park is a Programme Specialist in ICT in Education, Asia-Pacific Regional Bureau for Education (UNESCO Bangkok). She plays a key role in supporting governments of the Asia-Pacific region to integrate ICT in their education system, building capacity of teachers and teacher educators to effectively use ICT in their classroom practices and promoting dialogues between various stakeholders to promote ICT-enhanced student-centered learning. Prior to joining the UNESCO Bangkok, Ms. Park managed various e-learning projects in both private and public sectors in Korea. She also worked as ICT-pedagogy consultant for secondary teachers and university professors in Canada. She holds MA in Educational Technology from Hanyang University, Republic of Korea and PhD in Educational Psychology (specialized in Learning Sciences) from McGill University, Canada.
Jesada Sivaraks
Secretary to Vice Chairman, NBTC
Dr Jesada Sivaraks works with Colonel Settapong, one of the two Vice-Chairmen of the National Broadcasting and Telecommunications Commission (NBTC) of Thailand and Chairman of the Telecommunications arm of the NBTC.
Dr Sivaraks has worked in the telecommunications sector for more than 25 years, having started his career as a systems analyst in the Supreme Command of Armed Forces of Thailand in 1991. He moved into working with the Telephone Organisation of Thailand, and worked for some years in the USA before coming back to Thailand in 2004. He took up his current role at the NBTC in 2011.
He was appointed to the Board of Government Housing Bank as well in 2014.
Dr Sivaraks gained his Ph.D. in Electrical Engineering from Florida Atlantic University, an M.S., Electrical Engineering, Oklahoma State University and has a Bachelor’s degree of Engineering in Telecommunications Engineering, , King Mongkut’s Institute of Technology Ladkrabang, Thailand. He also has a number of Patents pending.
Sanjay Bakshi

Mr. Sanjay Bakshi joined Shell in 2005. Since then, he has been responsible for many diverse roles and assignments in downstream business in India, China and South Asia emerging markets. Natasha Beschorner
Senior ICT Policy Specialist , World Bank's Transport and & ICT Global Practice
Natasha Beschorner is a Senior ICT Policy Specialist based at the World Bank Office in Singapore. Natasha works on several areas of ICT-enabled development, primarily on programs in China, Indonesia, the Philippines, and the Pacific Islands. Her responsibilities include leading analytical/advisory work on connectivity (broadband Internet), digital government and digital economy in particular implications for public policy. She is a member of the regional advisory group on the Asia-Pacific Information Superhighway. She also manages investment projects to extend the reach of information and communications infrastructure to rural and remote areas, and to deploy optical fibre submarine cables in the Pacific region in conjunction with other private and public sector partners.
Muhammad Imam Nashiruddin
Commissioner, Indonesian Telecommuncation Regulatory Authority
Dr. Muhammad Imam Nashiruddin was born in Bojonegoro – East Java Province at October 4, 1973. He holds a Bachelor of Telecommunication Engineering in 1997 at Brawijaya University, and holds Master of IT & Multimedia System in 2003 at the Institute of Technology Bandung and graduated from the Doctoral Program at 2014 in Business Management, University of Padjadjaran.
Currently, he has strategic rule as a Commissioner for Economics & Business at the Indonesian Telecommunications Regulatory Authority (BRTI). Previously had a career as a professional in INDOSAT – a Full & Network Service Provider- for 17 years with his last position as Head of Digital Media Business and Group Head of Corporate Strategy & Insight and various positions at other telecommunications companies.
He also a Chairman of MASTEL Academy - Indonesian ICTs Society (MASTEL) and a member of the IEEE [Engineering Management] - Indonesia Chapter.
Thiraphant Sirisoonthornphibul
VP, Head of B2B Product Department, DTAC
Thiraphant Sirisoonthornphibul has been working in the Telecommunications industry for more than 15 years in the areas of new product development, product marketing management and innovative business development for both consumer and business market segments. His current responsibility is the Head of B2B Solution Management at Total Access Communications Public Company Limited Thailand (dtac) being in charge of managing B2B and IoT product portfolio, solution consulting, project management office and service quality. Formerly, he played an important role in developing the e-commerce ecosystem for international trade community; implementing the Royal Thai Customs’ Electronic Document Interchange Gateway, establishing Value Added Network Messaging Switching Center and, jointly with the Royal Thai Customs, creating the developer community for trade document interchange solutions .

Barbara Pareglio
Technology Director of IoT, GSMA
Barbara has over 20 years of experience in the mobile industry. She has been part of the GSMA Internet of Things Programme since 2014, working on several aspects of the IoT such as the development of the Mobile IoT Technologies (LTE-M, NB-IoT), and the GSMA IoT Security Guidelines for helping the mobile industry to create trusted solutions for the IoT. Before joining the GSMA Barbara worked in R&D in several areas of telecommunications, including Intelligent Networks, IMS, Service Enabling and M2M/IoT. She also participate in and actively contributed to several standards.
The GSMA Internet of Things Programme help operators add value and accelerate the delivery of new connected devices and services in the M2M and IoT market. This is to be achieved by industry collaboration, appropriate regulation, optimising networks as well as developing key enablers to support the growth of M2M and IoT.
Mohammad Hadi Hedayati
Deputy Minister, Ministry of Communication and IT, Government of Afghanistan
Dr. Hadi Hedayati was born in family of intellectuals in Kabul city. He completed his elementary studies in Abdul Ali Mostaghni High School in 1996. Having successfully passed the National Entrance Exam, he continued his higher education at Science Faculty of Kabul University. In 2000, he obtained his BA degree and was later, selected as an academic member of the Science Faculty of the Kabul University.
After completing and defending his research thesis on E-Commerce, he was promoted to the position of assistant professor. After securing a scholarship in 2006, he kept on his higher education in Western Cape University in the Republic of South Africa and obtained his Masters Degree in the field of Communications and Information Technology (ICT). After returning home, he was promoted to the position of Associate Professor and the meantime, was appointed as the head of the Computer Science Department at the Faculty of Information Technology at Kabul University. After having written and defended his scientific treatise on Information & cyber security, Mr. Hedayati was promoted to the position of academic Professor.
Using a state-owned Scholarship, in 2012, Mr. Hedayati attended a Doctoral program at the University of Talin in the Estonia. After successfully completing his doctoral research, Dr. Hedayati returned to the country and was appointed as the Deputy Admin and Finance Chancellor at Kabul University.
Dr. Hedayati has so far, published many scientific works through national and international Journals and Magazines and also has attended several national and international conferences on behalf of Afghanistan and ICT sector.
During this period, in addition to his teaching job and academic researches, he has had technical and vocational engagement in various non-government projects, such as the UN, Japan’s JICA Business projects and etc.
Panita Pongpaibool
Researcher, NECTEC
Dr Panita received her B.S. and M.S. in Electrical Engineering from Stanford University and a Ph.D. in Electrical and Computer Engineering from Carnegie Mellon University. She has worked as a researcher at NECTEC since 2004 in the areas of Internet and network technologies, such as, IPv6, network security, network management, and network measurement. She is now leading a research group that developed "NETPIE" a platform-as-a-service to facilitate quick Internet of Things development. This NETPIE platform, voted “the most promising innovation project to invest” from potential investors in 2016, is the key component that speeds up industrial IoT in Thailand.
Chaichana Mitrpant
Deputy Executive Director, ETDA
Dr Chaichana Mitrpant is Deputy Executive Director of the Electronic Transactions Development Agency (ETDA) within the Ministry of Information and Communication Technology, a primary government agency responsible for developing, promoting and supporting electronic transactions in Thailand.
Dr Mitrpant has devoted over 15 years to raising Thailand’s cybersecurity readiness and defensive strength. His past experience includes developing computer emergency response and digital forensic capability, providing IT security consultancy services to law enforcement and legal organizations, developing security training programs for security professionals at all levels, and supporting the National Cybersecurity Committee in drafting the National Cybersecurity Framework. During his tenure at ETDA, he has represented Thailand at various international fora and helped negotiate successful collaborations and bilateral meetings at ASEAN, APT, ITU, and the UN. Additionally, he has provided his expert opinions and recommendations to other organizations on numerous occasions.
Dr Chaichana Mitrpant received a PhD (Engineering) from the Universitaet Duisburg-Essen, Germany, an MS (Electrical Engineering) from the University of Michigan, US and a BS (Electrical Engineering) from Rice University, US.
Ronald Van Kleunen

Ismail Shah
Chairman, Pakistan Telecommunication Authority
Dr. S. Ismail Shah is a renowned ICT professionals, with expertise and experience spanning cellular, NGN, internet and digital technologies. With an extensive background in technology implementation, ICT policy-making and regulations, Dr. Shah is serving as the Chairman of the Pakistan Telecommunication Authority (PTA) since 2013 and has led some of the most high-profile undertakings in Pakistan's ICT. These resulted in growth in the number of Internet users and digital economy in one of the world's most competitive and price-sensitive markets. He was also given the additional charge of the CEO of the National ICT R&D Fund Company from Jan. to Dec. 2016, where he worked on many projects related to the Digital Economy and towards the Established of the first National Incubation Center and bringing Pakistani startups to the 4YFN (Four Years From Now) program at the MWC 2017. He actively participates in the Internet Governance Forums and has been a speaker at the many Internet governance related issues in events organized by ISOC and other organizations. He is vocal supporter for the rights of access to the Internet for all, specially Persons with Disabilities and Women. He has been an active member of the board of directors of the Universal Services Fund Company (USF), National ICT R&D Fund Company, KPK IT Board, Frequency Allocation Board, PTCL, UFONE and PEMRA.
Dr. Shah is also the VP of the General Assembly of the APT and has been a keynote speaker and a sought-after panelist on major global events like the ITU Telecom World Forum, MWC GSMA, ISOC's event at Chatham House, RR and RDFs, ITU. He is a strong proponent of using ICT to create smarter societies and has also worked on many initiatives for PWDs, Women Empowerment, Big data analytics, Internet of Things, Shared Economy and Digital Entrepreneurship. He believes in multi-stakeholder approach in policy making and has among other areas certifications in NGN, Cloud Computing and Internet Governance.

Adisak Srinakarin received a M.SC. (GPA. 4.00) from Southern University in 1988. He earned his Ph.D. in Machine Learning in 1998 from Louisiana State University. In 2003, he joined Lynx Software Technologies, Inc. (formerly known as LinuxWorks) as a Senior Software Engineer responsible for integration and test of safety-critical Real-Time Operating Systems (RTOS) in DO-178B certification process. In 2008, he became the manager of Integration and Test(I/T) department responsible for releasing all Lynx products used in Aerospace & Defense, Avionics, Cyber Security, Industrial Control, Medical, Automotive, and Embedded System Development. He joined Electronic Government Agency (EGA) in March 2016 as an Executive Vice President, after he had been in the US for 30 years.

Jongbong Park

Dr. Jongbong PARK is a Director of Project Development of the Asia‐Pacific Telecommunity. He is in charge of the management of work programmes of APT. Before he joined APT, he had involved in various international arenas through joint projects with ITU and funding institutions, such as AfDB (African Development Bank) and IDB (Inter‐American Development Bank). He also had served various chairmanships of APT and ITU. His working experience covered ICT Standardization and R&D areas since 1999, and his academic background is ICT technology management and he holds a Doctor’s degree on ICT standardization.
