Steven is a British national with many years experience working in Continental Europe within the business to business and FMCG sectors. A Chartered Accountant, in 1992 Steven joined Allied Domecq Plc, a FTSE 100 company specialised in spirits, wine and quick service restaurants as Financial Director of its Dutch holding company. Part of the European senior management team, he directed the project team to introduce the new Single Currency, the euro, into Allied's European businesses. Additionally, he chaired the euro forums of the Brussels based think tank, the European Policy Centre, and served as a Consultant to the EU Commission and the FEE (European Accounting body).

Before joining Alexander Hughes, Executive Search, Steven was the Director of Investor Relations for Provimi S.A., a world leader in animal nutrition. Based in Paris and Rotterdam, Steven was responsible for the company's strategy for diversifying the investor base and maintained relations with the Euronext Stock Exchange and the European investment community.

Kier-co Gerritsen (38), currently Projectleader of No-Q. A initiative taken by the Dutch Ministry of Justice department to redesign Border management in the Netherlands. No-Q foresees in a large scale implementatie of ABC-gates first at Schiphol Airport, Amsterdam.

Mr Gerritsen is senior project manager and has proven his quality in the last years by doing several projects for the Dutch government e.g. Visa, Asylum and change management programs with several projects. His specialty is Change management (PD University of Amsterdam) and proves itself by managening the context in a smooth way and to set his goals with achieving results.
Before working for the Dutch Government (1999) he worked in the Public Health sector.

Ian Neill

e-Borders Programme, UK Border Agency

 

Ian Neill has a wealth of experience in the UK’s immigration service, having commanded two Terminals at Heathrow, held a variety of posts in the enforcement arena and had a role in running the worldwide Airline Liaison Officer network.

His current role is as Deputy Director for the UK’s Electronic Borders (e-Borders) Programme. During his time with e-Borders he has had particular responsibility for operational projects, including the IRIS automatic barrier and the highly successful project Semaphore – the de-risking pilot for the eventual e-Borders solution. The effort to combat terrorism and improve security is something that engages all sections of society and calls for co-ordinated action by government. Working together with the police service, e-Borders aims to deliver a fit for purpose solution for all the law enforcement agencies, to achieve the vision of a fully integrated and secure border.

Dr Katarzyna Cuadrat-Grzybowska works as a Legal Adviser in the Policy and Consultation Team of the European Data Protection Supervisor (EDPS) in Brussels.

She deals with various privacy and data protection issues in the field of large-scale EU systems (EURODAC, SIS II, VIS and Customs Information System) and EU border management. She is also involved in the organisation of the "coordinated supervision" of EURODAC and the Customs Information System.

Before joining the EDPS, she worked as Policy Officer in the Directorate General Justice, Freedom and Security of the European Commission in Brussels (Unit: Fundamental Rights, Citizenship and the Rights of the Child) and as a Legal Adviser in the Legal Service of EUROJUST.

She started her career as a specialist in EU Law in Department of European Law in the Office of the Committee of European Integration in Warsaw (Polish Ministry of European Integration) where she dealt with the process of harmonisation of Polish draft law and legislation with EU law in the field of immigration, asylum and judicial and police cooperation in criminal matters.

Mrs Cuadrat-Grzybowska holds a Ph D in Law (Thesis: "Fundamental Rights in the European Union", 2006)

Ilias Chantzos is in charge of Symantec’s Government Relations and Public Affairs programmes for Europe, Middle East, Africa as well as the Asia, Pacific and Japan Regions. He is based in Brussels. Chantzos represents Symantec before government bodies, national authorities and international organisations advising on public policy issues with particular regard to IT security and availability issues. Chantzos is a member of the Executive Board of AeA Europe. He was also recently appointed member of the Permanent Stakeholders Group of the European Network and Information Security Agency (ENISA). He was chair of the European Policy Council of Business Software Alliance for two consecutive terms. Chantzos is regularly invited as a speaker to conferences and events on public policy, information security and privacy. Before joining Symantec in 2004, Chantzos worked as legal and policy officer in the Directorate General Information Society of the European Commission. His tasks were mainly focused around information security policy. He covered the Council of Europe Cybercrime Convention and the Framework Decision on Attacks against Information Systems. Furthermore he worked on a number of EU legislative initiatives relevant to information society and information security, including the directives on Privacy on Electronic Communications and the European Network and Information Security Agency. Chantzos represented the European Commission in various international forums and conferences. Chantzos holds a law degree from the University of Thessaloniki and a Masters degree in computers and communications law from the University of London. He is fluent in Greek, English and German.

Robin Dodridge

Robin Dodridge is the Director of Corporate Operations at the Port of Dover, Europe’s busiest passenger port handling a wide variety of RoRo ferries, cruise and cargo ships with a World-wide reputation for operational efficiency, safety, security and the environment. The Operations Directorate encompasses both shoreside and marine operations for Dover’s ferry, cruise, cargo and leisure businesses as well as responsibility for the Port’s independent police force. With over 10,000 lorries handled (that’s 120 miles of them nose to tail if you get it wrong), 20,000 cars and 80,000 passengers passing through on a busy day it is absolutely vital that the Port operates like clockwork.

A chartered civil engineer, Robin has 28 years port experience with the majority in Operations. During this time he was instrumental in introducing formal quality, environmental and safety management systems coupled with a progressive programme of modernising working practices in a heavily unionised workforce, both ashore and afloat.

Robin is an active member of the UK’s National Maritime Security Committee. He is also the Designated Person under the Port Marine Safety Code. His Corporate Operations role includes responsibility for the management of health, safety, security and environmental matters across the entire business.

Cyrille Bataller is the European Director of Accenture Technology Labs, the dedicated technology Research & Development organization within Accenture, which has been turning bold ideas into game-changing results for over 20 years.

Based in Sophia Antipolis, France, Cyrille leads Accenture’s biometric R&D activities, supporting automated border clearance solutions at London Stansted airport, and large scale biometric identity management solutions such as US-VISIT and the European Commission’s Biometric Matching System (see www.accenture.com/biometrics).

Cyrille holds an Electrical Engineering degree from the École Nationale Supérieure des Télécommunications, Paris, and joined Accenture in 1993.

Richard Ares

Richard Ares

Richard has been working for more than thirteen years in the field of EU Justice and Home Affairs. After a first experience at the Schengen and later Council Secretariat (1997-1999) he was recruited by the European Commission (DG JLS) in 1999 at a time when the EC was given important new powers in this field. Richard contributed substantially to the implementation of DG JLS large-scale IT projects; e.g. procurement and development of Eurodac (Asylum), feasibility study of the Visa Information System and preparation/negotiation of Schengen Information System II legal basis. He was also responsible for a Community Programme (ARGO) and worked as desk officer for illegal immigration. He joined the Frontex Agency in July 2007; he is Senior External Relations Officer dealing with EU Bodies and International Organizations. Richard has an advanced university degree in law after finishing his studies at the University of Santiago de Compostela (Spain) and Passau (Germany) and completed it with internships at two international law firms in Madrid. He has also acquired an excellent background in international relations and trade after preparing the Spanish Diplomatic competition and working at the Spanish Chamber of Commerce in Miami (FL-USA).

Allen joined the World Customs Organisation as Deputy Director Facilitation & Compliance in January 2008. Allen is currently responsible for Customs Procedures and Compliance activities and instruments within the WCO.

Between 2005-7 Allen was located in Washington DC where he worked on Customs, Security and Trade related issues for the New Zealand Government.

During his extensive career, Allen lead a number of major projects associated with organizational reform and systems modernisation. Between 2000-2005 Allen, lead the introduction of trade security programmes, including Container Security and AEO Mutual Recognition Arrangements with the United States. He also spent extended periods managing New Zealand’s largest ports and airports.

Prior to moving off shore, Allen was the Executive Manager of Trade related operations for New Zealand Customs. During this period, he worked closely with several Ministers of Government and their ministries on trade and tax policy matters, Security, Migration and Border Control issues.

Before, Thorsten managed major accounts within SITA like Lufthansa and the Star Alliance on a global scale for all SITA services. Thorsten is also the Legal Representative of SITA in Germany.

Antoine Brugidou has launched multiple initiatives focused on the modernization and reform of the States in the last fifteen years. In 2001 he created an internet site called “e1789” which was creating a direct link between the citizens and their government and representatives. This site got a very large audience and reputation during the presidential elections of 2002. He also was the sponsor of the use of new technologies in schools and colleges through another initiative called “Cyber écoles” which obtained a lot of support from citizens and teachers. Ger Daly is Accenture’s managing director for Border Management and Public Safety, focusing on helping organizations that monitor the movement of people across borders, provide national and international security, and manage criminal justice systems.

Ger is responsible for Accenture’s Border Management work at programmes such as US Visit, the EU Biometric Matching Programme, eBorders and Automated Border Clearance in the UK and Immigration Case Management projects in Ireland, Netherlands and Finland.

His remit also covers Public Safety work at the Departments of Homeland Security, Justice and State in the US, the 311 project in New York City, and key projects at police forces in Spain, Portugal, Ireland, Finland and Sweden.

The work at these clients ranges from strategy through to delivery and support of mission-critical operational systems that facilitate immigration case management, registered traveler, PNR, biometric identification, operational policing and national security.

Prior to his current position, Ger managed Accenture’s Public Service business in Ireland, and led the Border Management and Public Safety industry group in Europe, Africa and Latin America (EALA). In addition to his work for government clients, Ger has also worked on a number of Accenture projects in banking and retail.

Matthew Finn

Based in Geneva, Matthew Finn is the Managing Director of AUGMENTIQ (Switzerland) SA — a specialist organization focusing on helping clients respond effectively to transportation security and border control issues.

Previously, Matthew worked for SITA—the world's leading provider of technology solutions to the air transport industry—where he held the position of Director, Government & Security. He has been working in IT and telecommunications for more than 15 years, having held a range of positions in international organizations, agencies of the United Nations and as a consultant to numerous national governments.

Matthew's career began at the International Telecommunication Union—a specialized agency of the United Nations—where he worked from 1991 to 1998 and was responsible for organizing government and industry events all over the world. From May 1998, Matthew worked as an advisor to several organizations before taking up a position with the Chief Executive Board of the United Nations System in March 1999.

Joining SITA in May 2001, Matthew was responsible for leading discussions with senior government officials, ministers, regulators and European Union representatives; and advising on security and border control projects.

From 2001 until 2008, Matthew served as a Board Member for the International Air Transport Association (IATA) Simplifying Passenger Travel initiative. Today, Matthew represents AUGMENTIQ in a broad range of international forums and is the author of numerous papers dealing with transportation security, intelligence-driven border control, passenger screening, identity management and risk assessment.

In addition to his work, Matthew is pursuing Post Graduate studies in Counter Terrorism at the Centre for the Study of Terrorism and Political Violence at the University of St. Andrews (UK).

Brooks Tigner

Brooks Tigner is chief policy analyst and head of technical studies at SecEUR sprl. Founder of the company and its flagship publication, SECURITY EUROPE, he is a frequent moderator and lecturer on the EU security policy circuit.

Based in the Belgian capital, Brooks has analysed and reported on European security and defence issues for more than 20 years – from the post-Cold War’s impact on NATO to the EU’s burgeoning role in security and defence.

Tracking the EU’s civil security research agenda since 2003, Brooks launched SecEUR in January 2007 to coincide with the start of the EU’s security research programme and its ever-widening capability goals in civil security. He also regularly contributes to Jane’s Defence Weekly as its EU/NATO affairs correspondent, which affords a clear perspective on the increasing policy and technology linkages between the domains of civil security and defence.

A native English-speaker with dual Belgian-US nationality, Brooks is fluent in French, claims a passing knowledge of Spanish, and has two tri-lingual children who converse in Dutch when they don’t want their father to know anything.
