Rob Wainwright
Director, Europol
Rob Wainwright was born in 1967 in Carmarthen, Wales, UK. Having graduated in 1989 from the London School of Economics, University of London with a BSc, he worked in the following ten years as an intelligence analyst in the UK in the fields of counter-terrorism and organised crime. Between 2000 and 2003, Mr. Wainwright was the Head of the UK Liaison Bureau at Europol, and also responsible for the Europol National Unit in London. The Liaison Bureaux are a key link in Europol’s cooperation with the EU member states.
In 2003, he was promoted to the position of Director International of the National Criminal Intelligence Service (NCIS), where he was responsible for its international operations and for developing and implementing the UK strategy against facilitated illegal immigration. Between 2006 and 2009, he was Chief of the International Department of the UK Serious Organised Crime Agency (SOCA). In this leading role, he was overseeing 20,000 law enforcement cases each year as well as establishing the international strategy and operational capabilities of the newly formed agency. His mandate extended from SOCA’s international operations and global partnerships to the worldwide network of SOCA liaison officers. Mr Wainwright was appointed Director of Europol in April 2009. He is also currently an active member of the World Economic Forum, primarily on cyber issues. Rob Wainwright is married with three children. He speaks English, Welsh and Spanish and his interests include history and literature.
Krum Garkov
Executive Director, eu-LISA
He has more than 15 years of cross-cultural experiences spanning the public and private sectors, complemented by two Master degrees in the area of information technology and a MBA.
Mr Garkov is a goal-oriented, innovative technology strategist driving large-scale global operations to optimize IT portfolio management and operational efficiency. From 2007 until taking up the ED post in eu-LISA Mr Garkov was Operations Director for the Experian Group ltd., a leading global information provider serving the finance industry. He commanded all delivery centre operations and ensured the alignment of technology solutions with business objectives across Europe, Middle East, Africa and India.
Prior to that, Mr Garkov worked as a Program Manager at Hewlett Packard, a major technology company, where he was responsible for key program initiatives, including a large-scale data centre consolidation and application portfolio consolidation and integration.
From 2003 to 2006 he served the Bulgarian National Revenue Agency as a CIO, where he delivered several successful initiatives, including country-wide implementation of a new core revenue management system and infrastructure. He also led the agency to receive recognition as the first-class ICT organization.
In 1996 Mr Krum joined the Centre for Mass Privatization (Bulgaria), the specialized government agency overseeing privatization of public assets in Bulgaria. In the Centre Mr Krum shared various responsibilities. Initially he was appointed National Coordination Senior Expert to manage information technology strategy and operations. Within two years he was named Deputy Director of ICT.
Krum Garkov holds a M.Sc. in Computer Technologies from Technical University (Varna, Bulgaria) and an MBA in Information Systems from Stevens Institute of Technology (New Jersey, United States). He received executive education from London School of Business & Finance (London, United Kingdom) with a Master of Business Administration in Management Consulting.
Manuel Navarrete
Head of European Counter Terrorism Centre, Europol
Manuel Navarrete is Head of Europol’s European Counter Terrorism Centre after previously serving as the Head of Business of Counter Terrorism and Financial Intelligence of Europol since July 2014. Mr Navarrete is a high ranking officer of the Spanish Guardia Civil and served as Head of the Exterior Intelligence Group from 2000-2008 and Head of the Special Central Unit for International Terrorism and Serious Organized Crime from 2008-2014. Mr Navarrete has undertaken several courses relating to organised crime, money laundering and terrorism and holders a Master degree in Terrorism from the International University of La Rioja, Spain.
Berndt Körner
Deputy Executive Director, Frontex
Berndt Körner, as of 4 January 2016 Frontex’s Deputy Executive Director.
Berndt Körner was born on 21 April 1961. He graduated in Law at the University in Graz. He started his professional career in 1991 as a civil servant working in the Aliens Department in the government of the province of Burgenland. In 1994, Mr. Körner became a legal expert in Austria’s federal chancellery. Two years later, he joined the Ministry of Interior, where he was a member of a team preparing Austria’s accession to Schengen. At the ministry, Mr. Körner worked with Austria’s neighbours on improving border control, leading to the signing of bilateral agreements and opening of new border crossing points. He later headed the Ministry of Interior’s department responsible for general security matters and then the department responsible for migration, visa matters and legal aspects of border control.
During the Austrian EU Presidency in 2006, Mr. Körner chaired the Council Working Groups "Schengen evaluation" and "Frontiers”. In 2010, he joined the Council of the EU, where he worked as a seconded national expert for Schengen evaluation until 2013. For nearly two years before taking up his post at Frontex, Mr. Körner served in Albania as an expert on Integrated Border Management at PAMECA IV, an EU funded technical assistance project that assists key Albanian law enforcement agencies by offering expertise drawn from EU Member States.
Artis Pabriks
Rapporteur on the European Border and Coast Guard regulation, European Parliament
Dr. Artis Pabriks graduated from the University of Aarhus, Denmark, receiving Ph.D. in political science in 1996. In 2004 Dr. Artis Pabriks was elected as a Member of the Parliament of Latvia, and later was appointed as a Minister of Foreign Affairs. He served as a Minister until 2007. From 2007 until 2010 he was a Member of the Parliament. From 2010 until 2014 Dr. Artis Pabriks was a Minister of Defence. Since 1 July 2014 he is a Member of the European Parliament (Member of Committee on International Trade, Substitute of Committee on Civil Liberties, Justice and Home Affairs). Artis Pabriks is the EP's chief rapporteur on the EU-Canada free-trade agreement and on the European Border and Coast Guard regulation.
Giacomo Persi Paoli

Giacomo Persi Paoli is a senior analyst in RAND Europe's Defence, Security and Infrastructure Group. Since joining RAND Europe, Persi Paoli has contributed to several research projects for high profile clients both such as the European Commission, the European Defence Agency, the European Agency for the Management of Operational Cooperation at the External Borders, the UK Army, the UK MOD and the Australian Navy. His areas of expertise span the defence and security domain, with recent work covering counterterrorism, maritime security, border security, risk analysis, arms control and defence market analysis.
Prior to joining RAND Europe, Persi Paoli served 14 years as warfare officer of the Italian Navy with operational experience in maritime interdiction operations, including counter-piracy in the Horn of Africa and immigration surveillance and rescue in the South Mediterranean. He also conducted research and analysis work on illicit trafficking of small arms and light weapons and related countermeasures for the United Nations Office of Disarmament Affairs (New York), the United Nations Institute for Disarmament Research (Geneva), and Small Arms Survey (Graduate Institute of International and Development Studies, Geneva).
Isabella Chiodi
Vice President European Union, IBM
Isabella Chiodi is IBM Vice President European Union, responsible on IBM's business relationships with European Community and on coordination of European Business Project within the EU States.
She took a degree in Nuclear Physics at the University of Padua. In 1981, just 23 years old, she entered at IBM.
Initially she was engaged on technical projects aimed at supporting customers in North-East Italy. Successively she assumed positions of increasing responsibility, which enabled her to acquire important skills in the Banking and Insurance sector. She joined the role of sales manager in Insurance Sector for Southern Europe and, later, in Sales for the entire Italian Financial Sector.
She served as CEO of Global Value, FIAT-IBM joint venture, until the acquisition of the Company by IBM.
In IBM she matured different international experiences, both sales and technical: in Paris, as Executive Assistant to the General Manager IBM EMEA (Europe, Middle East and Africa), in Madrid she was responsible for Strategic Outsourcing for Southern Europe.
In Europe she is member of DG MOVE Advisory Board.
She is also Vice President, Innovative Services in Confindustria Padua and member of the General Council.
She is Counsellor in the Board of Directors of Veneto Nanothec.
She is an active member of Women Leadership Council at IBM, honorary member of PWA, Professional Women Association and President of AIDDA Veneto and Trentino Alto Adige Delegation (Italian Association of Women Directors).
Jamie Shea
Deputy Assistant Secretary General for Emerging Security Challenges, NATO
Jamie Shea is NATO Deputy Assistant Secretary General for Emerging Security Challenges. He has been working with NATO since 1980. Positions included Director of Policy Planning in the Private Office of the Secretary General, Deputy Assistant Secretary General for External Relations, Public Diplomacy Division, Director of Information and Press, Spokesman of NATO and Deputy Director of Information and Press, Deputy Head and Senior Planning Officer at the Policy Planning and Multilateral Affairs Section of the Political Directorate as well as Assistant to the Secretary General of NATO for Special Projects.
Jamie Shea is involved with several prominent academic institutions and acts amongst others as professor of the Collège d’Europe, Bruges, Visiting Lecturer in the Practice of Diplomacy, University of Sussex, Associate Professor of International Relations at the American University, Washington DC, where he also holds the position of Director of the Brussels Overseas Study Programme, and lectures at the Brussels School of International Studies at the University of Kent. He also is a regular lecturer and conference speaker on NATO and European security affairs and on public diplomacy and political communication and lobbying. He holds a D.Phil. in Modern History from Oxford University (Lincoln College), 1981.
Amongst his many associations and memberships, Jamie Shea is Member of the Advisory Board, Security and Defence Programmes at Chatham House, Member of the Policy Council at the World Economic Forum in Geneva and Founder and Member of the Board, Security and Defence Agenda Brussels.
Rob Rozenburg
Head of Unit - Information Systems for Borders and Security, DG HOME, European Commission
Rob Rozenburg studied Political Science and International Law at the University of Amsterdam. After an initial career in a Dutch NGO and in the private sector he joined the European Commission in 1994, where he since then worked in several positions in the area of trade, external relations, development and home affairs. Mr. Rozenburg is currently the Head of Unit 'Information Systems for Borders and Security' in the Directorate-General for Migration and Home Affairs.
Paul Adamson

Paul Adamson is chairman of Forum Europe and founder and editor of E!Sharp, an online magazine dedicated to covering the European Union and Europe's place in the world. He is also a Senior European Policy Advisor at Covington.
He is a member of Rand Europe's Council of Advisors, sits on the external advisory board of YouGov-Cambridge, a polling think-tank, is a member of the advisory group of the Washington European Society and of the Brussels chapter of Women in International Security (WiiS).
Paul is a Visiting Professor at the Policy Institute, King’s College London, a patron of the University Association of Contemporary European Studies (UACES) and a Fellow of the UK Academy of Social Sciences.
He founded the consulting firm Adamson Associates, which was sold to Weber Shandwick and The Centre, which was later sold to Edelman.
In 2012, Paul was made an Officer of the Order of the British Empire (OBE) "for services to promoting understanding of the European Union”, a part of the Queen's 2012 New Year Honours Diplomatic Service and Overseas List.

Grahame is currently engaged in the development of the first and only Software programme with SAS that creates alerts after identifying Terrorist Cell Indicators within banking activity. Jussi Halla-aho MEP

Mr Jussi Halla-aho (born 27.4.1971 Tampere, Finland) was elected to the European Parliament in 2014. Before being elected as an MEP, Mr Halla-aho represented the Helsinki constituency as an MP at the Parliament of Finland between 2011 and 2014. Mr Halla-aho has also been a member of the Helsinki City Council since 2009. At the European Parliament Mr Halla-aho's duties include full membership of the LIBE committee and substitute membership of the IMCO committee. He also acts as a member of the European Parliament delegation to the EU-Russia PCC. Mr Halla-aho takes a keen political interest in matters concerning immigration, multiculturalism and internal security.
Jean-Loïc Berthet

Jean-Loïc Berthet has an engineering degree from the ENSAI School (Graduate School in Statistics and Analytics).
Jean-Loïc has 15 years of extensive experience in financial risk and fraud management and regulatory issues that include accomplishments in consulting, business/IT planning, business development, offering development, project software development, technology deployment, IT operations and education. This includes the development of methodology, education, and offerings as well as marketing and sales collateral.
Jean-Loïc started his career at Banque de France (French Central Bank) as a Credit Risk modeler. He then joined the consulting and software editing domain joining SAS.
During his consulting career, he has taken part in several transformation projects in risk management, fraud and compliance. The customers he works with are mainly large organizations that look for innovative solutions to solve complex fraud or compliance issues.
His last accomplishments are in the banking industry, to improve the performance of Anti Money Laundering and Terror Financing systems, and to fight against new fraud modus operandi.
Jorge Bento Silva
Acting Head of Unit, Crisis Management and Fight Against Terrorism, European Commission
Jorge Bento Silva joined the European Commission in 1987 and is currently deputy and acting Head of the "Terrorism and Crisis Management" in the Commission's Directorate General for Migration and Home Affairs.
For nearly two decades Jorge held diverse responsibilities in the EU's external security domain, including as geographic desk officer for Yemen, Iraq, Iran; Turkey, Russia, the Ukraine, Caucasus and Central Asia. He represented the institution in numerous international fora including the Council of Europe, the OSCE and the Arab league.
On 11 de March 2004, on the wake of the Madrid attacks he volunteered to join the Directorate General for Justice, Freedom and Security where he undertook different functions in the counter terrorism domain having coordinated the preparation and implementations of numerous strategies and policies on Radicalisation and Terrorism. In 2007, Jorge Bento Silva coordinated the Portuguese Council Presidency's programme in the internal security and terrorism area having chaired several EU Council formations in that remit. Recently he actively participated in the drafting of the European Agenda on Security and the preparation of numerous policy streams launched by the Union after the Paris and Brussels terror attacks.
Krišjānis Kariņš
Rapporteur, Anti-Money Laundering Directive, European Parliament
Dr. Kariņš is a Latvian politician with a background in both business and academia.
Since 2009, Dr. Kariņš has been a Member of the European Parliament (MEP). He is a member of the Industry, Research and Energy Committee (ITRE) and the Economic and Monetary Affairs Committee (ECON). He is also Head of the Latvian delegation to the European Peoples Party Group (EPP) in Parliament. Dr. Kariņš’ work on energy issues in the European Parliament is dedicated to decreasing European dependence on imported energy sources.
Dr. Kariņš served as Minister of Economy of Latvia from 2004 to 2006, and as a Member of Parliament in Latvia from 2002. Before entering politics, Dr. Kariņš was a successful entrepreneur. He founded and ran a frozen foods logistics company Bear Ice in Latvia, as well as ran an automotive and office supply wholesale and retail company.
Dr. Kariņš’ formal training is academic, having received his PhD in linguistics from the University of Pennsylvania.
Guenther Sablattnig
Adviser to the EU Counter-Terrorism Coordinator, General Secretariat of the Council of the European Union
Guenther Sablattnig has held his current role of Adviser to the EU Counter-Terrorism Coordinator since April 2015. Mr Sablattnig has previously held several roles within the Federal Ministry of the Interior of Austria including International Adviser, Head of Unit for Bilateral and Multilateral Affairs and most recently Liaison Officer at the Austrian Embassy in Islamabad, Pakistan. Mr Sablattnig holds a Masters Degree in Political Science from the University of Vienna and has undertaken several training courses at the Austrian Police Academy, European Security and Defence College and the Centre for International Peace Operations.
Ziv Baida
Business Development Director, European Government, Dun & Bradstreet
Ziv Baida is Business Development Director for the European Government sector at Dun & Bradstreet, the world’s leading provider of business information. He focuses on designing and realizing data-driven solutions to make informed decisions in business processes across all government areas. He has a strong focus on Customs and Borders, having worked with clients in this area for the last decade. He is an experienced executive consultant, with extensive knowledge of strategies, business processes and IT systems in this domain.
During the past years Mr. Baida actively participated in the design of business strategies, business processes and IT solutions in several countries and continents, at both a national and international level. In recent years he focused on the potential of new technologies, including big data analytics for risk management, mobile technologies for government inspections and social business for internal and inter-agency collaboration.
Mr. Baida holds a PhD degree in information management from the VU University in Amsterdam, The Netherlands, and an MSc degree – cum laude – in computer science. He has a track record of thought leadership since 2002, with numerous publications in commercial and academic conferences and journals as well as book chapters. Two of his publications were awarded with an outstanding paper award. His recent article “Start Small, Think Big: Big Data!” was published by the World Customs Organization in the recent edition of the WCO News Magazine.
Alexandra Antoniadis
Head of Sector – Fight against Terrorism: Prevention, DG HOME, European Commission
Since July 2013, Alexandra Antoniadis has worked at the European Commission DG HOME, D.1 Crisis Management and Terrorism Head of Sector Preventing Radicalisation (supporting the Radicalisation Awareness Network), EU Internet Forum, Criminalisation of Terrorist Offences, Terrorist Financing.
Prior to this, from February 2008 – July 2013, Ms Antoniadis worked for the Commission Legal Service, specifically Competition Law.
From October 2003 – January 2008, Ms Antoniadis was part of the DG COMP State Aid Control team responsible for the telecom and media sector.
Before joining the European Commission, Ms Antoniadis worked for the law firms “Bruckhaus Westrick Stegemann” and “Deringer Tessin Herrmann Sedemund” in Brussels.
She speaks German, English, French, Spanish and Greek.
Peter Graham

Peter leads IBMs European Public Safety Business which covers police, borders and immigration.
Peter joined IBM 10 years ago after nearly 20 years as a public servant at the UK Home Office, primarily in the borders and immigration area.
During his time at IBM, Peter has supported clients around the world including the Dept. for Homeland Security in the US, The World Economic Forum, Australian Customs, Interpol’s Global Security Board, the Irish Medicines Board Enforcement Unit, DNRD Dubai and the Malaysian Police.
As Director of Special Projects in the UK Immigration Service Peter led a number of strategic projects, including international data sharing and registered traveler programs, charging and the future of the UK’s Visa and Border Control Strategy. Prior to this Peter was Director of Strategy and Policy for e-Borders, a multi-agency programme, being developed in the Immigration and Nationality Directorate of the Home Office, which will transform the concept of operations for securing UK borders.
Ray Batt
Director, Government Security Solutions (Europe), SITA
Ray Batt was appointed Director of Global Business Development for Automated Border Control (ABC) solutions within the SITA Government Security Solutions divison in August 2013, with responsibility for expanding the ABC business as part of the SITA iBorders Portfolio. Ray is currently the head of European Business Development for SITA and responsible for the growth of Border Security projects (API, PNR and ABC Smart Borders) in the European and Russian & CIS region.
Throughout his ICT Career, Ray has managed a number of global projects, covering US, UK, Europe, Middle East and Asia-Pacific at various points in his career, most recently for Automated Passport Control in the USA.

Michel Lorgeré
Business Unit Manager - EU Institutions, NATO, Eurocontrol & Homeland Security, Sopra Steria
Michel Lorgeré is heading at Sopra Steria all the activities related to the European Institutions. In this context, he is in charge of all the operations Sopra Steria is executing for eu-Lisa, DG Taxud, DIGIT and the EU Council of the European union. He has also under his responsibilities the European regulations related activities delivered to EU Member States in the context of Eurodac, VIS, SIS II and the upcoming initiatives such as Smart Borders or PNR.
IT Engineer by education, Michel has been engaged in a number of critical information systems development in the first steps of his career, and later for EU authorities and several Member States before moving to an executive position. Active in the homeland security space for more than a decade, he knows deeply the domain, its IT landscape and key technologies. He leads since 2011 the Sopra Steria Homeland security vertical market initiatives at the group level, coordinating across the group geographies strategies related to this area.
Sopra Steria, a company of 40.000 employees over 20 geographies, has a large footprint in the Public safety space, by dedicating a specific branch to Defence and Homeland Security customers. These domains forming, together with the customs authorities the key actors enabling the establishment of secure borders.
Giulio di Blasi
Head of the Hotspots Sector - Migration and Protection Directorate, DG HOME, European Commission
Giulio Di Blasi is Head of Sector for the Hotspots in Italy and Greece in DG HOME affairs, previously as Head of Sector for Policy Coordination in the same DG he was involved in the preparation and the drafting of the European Agenda on Migration. In 2014 Giulio has been seconded by the Commission to the Italian Presidency as expert on Migration and Home Affairs. Before joining the Commission in 2011 he was working as policy officer in the humanitarian field. He holds a Master's degree in Conflict, Security and Development from King's College of London.
Mats Sandberg
Head of Swedish National Center for Terrorist and Threat Assessment
Mats Sandberg is Head of the Swedish National Centre for Terrorist Threat Assessment, a position he has held since January 2015. He has an academic background with a degree in Political Science and Economics from the University in Lund, Sweden. He has been with the Swedish Military and Security Service for the greater part of his career, initially as an analyst but since 2000 he has held a variety of leading positions.
