Session 1: Strengthening NATO's Security and Defence Capabilities

- Whilst defence budgets may be stabilising, at <1.5% of GDP, 20 of the 28 NATO member nations are still below the financial commitment that those nations made (target is 2% of GDP). Furthermore, the US contributes a majority of capability to address NATO’s operational requirements, and is looking for a shift in that balance. What is the likelihood of European nations contributing more to NATO in terms of dollars? Can greater procurement collaboration in Europe really deliver the goods?
- In light of the situation in Ukraine, how important is it that political leaders communicate publicly the shared principles upon which the Alliance is built, and what role will public opinion play in determining members’ appetite for reinvigorating NATO’s capabilities?
- As global socioeconomic shifts continue, what role will non-NATO countries, which share the transatlantic community’s principles, play in supporting the aims of the Alliance?
- With political agreement reached on the EU-Canada trade agreement and the TTIP negotiations continuing, how can a strengthening of international trade support the delivery of greater security capacity amongst the Alliance members and global partners?

Session 2: Emerging Security Challenges in a Networked World

In an increasingly networked world, where computers are ubiquitous and technology is advancing at ever increasing rates, the cyber security challenges facing NATO members are considerable. Cases of cyber-espionage by state actors, for instance, are on the increase and highlight the twin economic and security dimensions posed by such emerging threats. This session will assess:

- Is international cooperation on cyber matters through NATO functioning appropriately?
- How can NATO members develop and increase the level of cyber security and resilience across the supply chain?
- Is the private sector, given its expertise, being leveraged to the extent that it should be in the fight against cyber crime and espionage?
- Is a cooperative, so-called dual-use approach to innovation and technology development, the most effective method in ensuring cyber resilience?
- What future role can the space and satellite sectors play in military and defence terms? Will Europe’s evolving space sector have the required capacity to support the development, in the context of Europe’s so called comprehensive approach, of a strong and effective European defence capability?
- Is their a lack of appreciation as to the nature of cyber within the public and private sectors, and the threat to infrastructure that cybercrime, espionage and other cyber-measures pose?
