Session 1: The Green Paper on online gambling: Is Europe on the right track?
In light of the publication of the much-anticipated green paper, will national regulatory models ever be able to co-exist or is now the time for consensus on a harmonised EU-wide set of rules? With legal clarity remaining elusive and issues such as state aid rules and fair access to markets continuing to cause headaches for regulators and stakeholders alike, how should the EU proceed?

And how ‘involved’ can and should the gambling industry be with sporting events and other cultural activities? What precautions are in place to prevent corruption and maintain the integrity of sport? Session 3: Has the right balance been reached between consumer choice and protection?
Though individuals retain the ultimate responsibility over gambling choices and level of participation, what provisions are necessary to protect the consumer? What constitutes “adequate consumer protection” and what characterises an environment that promotes responsible gaming? Given the EU-wide prevalence of problem gambling, what are stakeholders and regulators doing to tackle this issue? With regards to fraud and money-laundering, what are the best preventative practices? What are payment providers doing in this area and are further instruments needed in order to ensure optimal data protection?
