Session 2: What should be the right mix of spectrum to deliver 4G?

Regulators and operators throughout Asia are faced with a continual challenge to find the right mix of spectrum for mobile broadband in order to relieve bottlenecks in urban centres and also ensure the roll-out of broadband in rural areas. This session will look at the mix of spectrum that is needed for 4G services, and the right ‘cocktail’ to deliver both the quality of service and capacity that is required. It will look at the importance of delivering a harmonized approach and the extent to which this is being achieved, and then examine the specific situation in some of the key bands that could be part of the solution (e.g. 700MHz, 2.3GHz and 2.6 GHz).

Session 3: Meeting PPDR requirements through LTE and 4G

In both the APAC region and in the rest of the world, authorities are looking at developing plans for an evolution towards next generation PPDR networks with LTE capability. The challenge is to provide a framework that both ensures the highly robust and reliable connectivity that is required, and also to ensure that the spectrum that is used is being utilised as efficiently as possible. This session will look at the work that is being done across the
APAC region to achieve this goal and the band options that are being used and that are being considered for the future.
• Should there be dedicated spectrum made available for PPDR networks and critical communication services?
• What other band options are being considered for both PPDR and critical communications, and which offer the most potential?
• How important is it that a harmonized approach to spectrum policy for PPDR and critical communication is taken across the APAC region, and to what extent is this being seen?

Session 4: Using wireless to deliver nationwide wireless home broadband - opportunities and challenges

In the US, both Verizon and AT&T are running trials exploring the delivery of fixed wireless broadband in homes. And in the Asia-Pacific region, there is rising interest in using TD-LTE to deliver home broadband in a variety of markets, rural to urban. This session will explore the potential of this, the work that is currently being done, and at whether or not it could be part of the solution in the Asia Pacific region to continue the move towards universal coverage.
• To what extent does the use of wireless access across the APAC region provide a viable solution to deliver home broadband?
• To what extent should this be provided as a fixed service, or should there be spectrum neutrality to allow operators flexibility?
• What work is being done on 5G trials in this area both in the US and elsewhere?
• To what extent could these technologies and standards provide a viable solution in the Asia Pacific region?

Session 5: Best practice in setting pricing and licencing conditions

There has been a number of spectrum auctions and awards seen in Asia Pacific over the last 12 months, with varying degrees of success. This session will look at some of the different approaches taken by regulators in setting prices and licence conditions, and discuss the impact that they have had in the outcomes of awards. It will look specifically at the example of the Indian 700 MHz auction and ask why the objectives of that weren’t met; and then focus on the best way forward in setting reserve prices and the correct licencing conditions to ensure a successful auction and the ongoing future development of mobile services.

- What awards have been seen in the APAC region over the past 12 months, and how have prices and licence conditions been set? What impact has this had on the auction results?
- For regulators who are expected to realize reasonable revenues, what is the appropriate approach for setting reserve prices?
- What role do licence conditions and award rules play in determining spectrum prices?

Session 6ii: Meeting the spectrum requirements of 5G in APAC region and beyond 2020 - what will be the key requirements for 5G networks and how can they be achieved?

As 5G take-up becomes more widespread, it is clear that additional spectrum is going to be required beyond to the ‘pioneer’ bands discussed in the previous session that will be initially used for roll-out. This session will take a step back and look at the likely requirements for 5G networks following the initial launch stage, and at how these can be met. It will look at the important role that WRC-19 is expected to play in identifying bands and making spectrum available in both APAC and globally; and at where, when and how regulators in Asia should be looking to release spectrum in order to deliver a sustainable 5G infrastructure.

- What will be the key spectrum requirements to ensure a successful 5G infrastructure, and how can they be delivered?

- How much spectrum should Governments be looking to release, in which bands, and when?

The APAC region is at the forefront of the development of smart cities, and home to some of the most innovative cities in the world. In order to power the millions of connected IoT devices that are required to enable these smart and sustainable urban environments, it is imperative that a secure and efficient spectrum network is available. Current networks need to evolve quickly to meet the new challenges that are just a few years away, and this session will look at the challenges ahead for regulators, the new technologies that are emerging and the best way forward in order to ensure that the right infrastructure is in place to enable smart cities to flourish.
