Founded in 1977 as a specialized institution of the Organization of African Unity, now African Union, in the field of telecommunications, the African Telecommunications Union (ATU) took its present name in 1999 from the then Pan-African Telecommunications Union (PATU).  This led to the transformation of the agency into a partnership between public and private stakeholders in the information and communication technology (ICT) sector.

ATU provides a forum for stakeholders involved in ICT to formulate effective policies and strategies aimed at improving access to information infrastructure and services.  In addition, the Union represents the interests of its members at global decision-making conferences and promotes initiatives aimed at integrating regional markets, attracting investment into ICT infrastructure, and building institutional and human capacity.

The mission of ATU is to promote the rapid development of the ICTs in Africa in order to achieve universal service and access to broadband.

ATU has a vision for an engaged, stable and credible institution that facilitates Africa’s participation in the global information society thereby fostering development in Africa

CA Kenya

The Communications Authority of Kenya is the regulatory authority for the communications sector in Kenya.


Established in 1999 by the Kenya Information and Communications Act, 1998, the Authority is responsible for facilitating the development of the Information and Communications sectors including; broadcasting, multimedia, telecommunications, electronic commerce, postal and courier services.


This responsibility entails:


  • Licensing all systems and services in the communications industry, including; telecommunications, postal, courier and broadcasting.  
  • Managing the country’s frequency spectrum and numbering resources.
  • Facilitating the development of e-commerce.  
  • Type approving and accepting communications equipment meant for use in the country.
  • Protecting consumer rights within the communications environment.
  • Managing competition within the sector to ensure a level playing ground for all players.
  • Regulating retail and wholesale tariffs for communications services.  
  • Managing the universal access fund to facilitate access to communications services by all in Kenya.
  • Monitoring the activities of licensees to enforce compliance with the license terms and conditions as well as the law.

The African Union (AU) was officially launched in July 2002 in Durban, South Africa, following a decision in September 1999 by its predecessor, the Organization of African Unity (OAU) which was formed in 1963, to create a new continental organization to build on its work. 

  A total number of 54 countries joined the new organization, whose headquarters remained in Addis Ababa, Ethiopia

The commission is the secretariat of the Union entrusted with executive functions, it is composed of 10 officials, a Chairperson, a Deputy Chairperson and 08 Commissioners.

 The structure represents the Union and protects its interests under the auspices of the Assembly of Heads of states and Governments as well as the Executive Committee. The AUC is made up of portfolios which are:  Peace and Security, Political Affairs, Trade and Industry, Infrastructure and Energy, Social Affairs, Rural economy and Agriculture, Human Resources, Science and Technology and Economic Affairs.   

The guiding vision for Agenda 2063 is the AU Vision of "An integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena " and the mission of the AU Commission is become an efficient and value adding institution driving the Africa integration and development process in close collaboration with African Union Member States, the Regional economic Communities   and African Citizens.
